The bolt is locked when the safety is engaged. You can push down on the bolt release/removal button and operate the bolt with the safety on.
Yes, it has a bolt release button you depress that permits the bolt to be opened while on safety.
Yes mine was the new corrected model that I got in November. You can also verify that when you get it by checking the serial number on cZ's WEBSITE.

For a budget rifle, this one is 5 star. Great adjustable trigger, accurate sub MOA, safety and mag release is excellent and the fit and finish is clean.
THIS IS AN AMAZING RIFLE, AND WITH THE CURRENT REBATE IT IS AN ABSOLUTE STEAL. pURCHASED IN 308 win AND ADDED A MUZZLE BRAKE IT FEELS LIKE SHOOTING A .223. tHE ADJUSTABLE TRIGGER IS FLIPPING CRAZY GOOD. cANT SAY ENOUGH GOOD THINGS ABOUT THIS RIFLE, ACURATE AND GREAT FEATURES AT AN INCREDIBLE PRICE. yOU WILL NOT BE DISAPPOINTED.
Accurate, WELL BUILT and the threaded barrel is great. Made it easy to have a brake added. Also the safety and ability to open the bolt while the safety is on is nice.
Absolutely love this rifle as much as I love my Remington 700. CZ is top notch quality!
Great price! Very accurate rifle
Great Price !!!! Excellent customer service. CZ speaks for its self never had a bad one !!!
Great trgger! Shots 1/2 MOA groups for me!
Deal was too good to pass up. Adjustable Trigger is great! Accuracy is great! Great feeling rifle. Can't go wrong with A CZ.
The front of the stock is mush but it shoots accurately. I love everything else about the gun. Stock is very comfortable, safety is very intuitive, mag lock works great, milled rail is never going to move, and absolutely love the trigger. Having detents any adjustment are very repeatable.
I finally had time to shoot it yesterday. It is everything i expected. The bolt action Is smooth but a bit stiff, i expect it will loosen up with more use. The adjustable trigger is PHENOMENAL, better than i expected. A great rifle at the price point.
